Training on B1 & Training Bond

Hi,
I was wondering if someone can assist me on a critical matter. I know a company that is trying to get some developers from a foreign country to work in U.S by using B1 visa. I know that one is not allowed to work while on B1. The U.S company will try to show the U.S consulate overseas that the developers will be here for training purpose but in reality they will be working. The in U.S company is using a foreign based company to recruit the developers and be on their payroll so no one gets suspicious. In addition the foreign based company will also submit a training bond to ensure that the visa is issued. Do you think just using a training bond to cover up the real facts guarantees visa. I think this wrong and even with a bond the U.S and foreign company could be in serious jeopardy.
