anybody got approved aftern Oct. 1??

I saw one approval on Oct. 5 from the link. It gives a little fainted hope. Does anybody get approved after Oct. 1? People rush to submit their application, but it seems the retrogression will affect everybody anyway, right?

How many people decide to go back china/india?
