I have a Green Card since 2000; I have to attend to family matter overseas which requires me to spend long time over 3 years. I'm married to a US citizen whom with me now over seas. I would like to just visit the USA; I'm not planning to reside in the US yet, should I apply for a tourist visa at the US consult. I have applied for a travel document last year while I was in the US, but t I got no response from them

You have already a post about this.
Everytime that a person apply for a tourist visa is consider a prospective immigrant. Married to a US citizen is consider even more than a prospective immigrant, which will be difficult to get a tourist visa. You must check the status of your permanent residency first, you must check that out in the Consulate near you and check what you can do.
Good luck,

Good luck,

i can't get any help through the consulat, no one answer the phone, and no visitor allowed. i would like to check if travel document is issued or denied, there is no help what so ever, i called the 800 number for immigration but there is no live help.

At the 800 number there is a live help but you must continue go through the menu and takes time.
Your wife that is a US citizen at least should try to go to the US Embassy. I don't know about the consulates but sometimes they have an email so you can email them and they will answer you without going there.
Good luck,
