Tourist visa for retired parents

Hello,
I am looking for suggestions on whether I should file affidavit of support form I-134 OR my brother should.

I had filed the affidavit of support form I-134 for my parents tourist visa to U.S in 2001. At the time my parents were employed in India & I was a Green card holder. They had obtained a single entry visa then.

My brother is on H1 and his wife is pregnant.

We would like for our parents to visit again (hopefully they will get a multiple entry stamp) but we are not sure if my brother (who is filing for his father in law's tourist visa) could also file for my parents & if he does then what funds should he show in his bank account for 3 people OR should I apply for my parents. I would think that he should apply as he has a strong reason & my parents could say that they are needed in U.S.

Then again I am more settled in terms of number of years in U.S & legal status in U.S. But I plan to apply for U.S citizenship very soon too.
The parents are now retired but my grandmother is in India living with my parents, so they have to return to India.

dont make the mistake of mentioning anything about being pregnant etc. The probablities of rejection are much higher bcoz the 1st thing that comes to the visa officers mind is that that ur parents are coming here to work/ baby-sit etc., while you or ur family will be buzy working. They do not recognize the real sentiments/reasons why the grand-parents want to be here.
My brother-in-law is a citizen........my sister is a green-card holder.....and I have a H1.........still my mom's visa got rejected 3times.......the 1st time it got rejected when my sister was expecting!

This is just my opinion.........pls consult furthur.
