Tourist visa for parents & brother together ( brothers visa rejected once)

Hello

I need to invite my parents & my younger brother(student & unmarried, age 22) to visit us in the US. I am on H4 visa & my husband is on H1. we are planning to apply their visa together for a single visa appointment for family. the problem here is that we had applied a tourist visa for my brother in May' 2010 , which got rejected , we suspect its because they considered it as a case for immigrant since we dint have a anything to show strong ties to india for him( he being a student).

Now, this will be a reapplication for my brother but a fresh application for my parents. my question is
1. does system allows us to take one appoints for 3 of them together under family application , even in this case where one of them is a case of reapplication
2. if yes, is it advisable to do so.
3. if we do so & they decide to reject my brother's visa , will they also have to reject my parents visa just because we have applied together

My parents are state govt employess & can show strong ties to India, so the chances are better for them to get visa, I just don't want their visa to get rejected just because we apply it together for 3 of them, also I feel if I apply my brother's visa separately again, they might reject it again, but with family application he has better chances of getting it. am I wrong in thinking so?

Also , is it advisable to submit I -134 for all 3 of them this time(we had not submitted any for my brother earlier), does it better the chances of getting the visas

If Yes, Does question 10 in I134 requires me to mention my brothers name for whom visa was rejected in 1st attempt, since we had put in my husbands name as sponser for him while submitting the online visa application

will that create problem for my parents application this time while my parents I 134 are being scrutinized?

does my brothers chances of getting a visa now get worse if we submit I -134 for him this time?

Please suggest if any other best way I can use to apply visa this time for 3 of them.
 
Firstly, eradicate the incorrect notion from your mind that you can apply for their visas. You cannot. Only applicants themselves can apply for their visit visas. With regards to your brothers's previously rejected B-2 visa, again, it was his application and not yours.
Secondly, you do not need to invite your parents and brother. B-2 visas are self-sponsored visas. Again there is a common mis-conception that a US citizen or a resident needs to send an invitation letter. Absolutely untrue.

Now to answer your questions:-
A1: All adult B-2 applicants are considered as individual applicants, even if travelling together.
A2: See above
A3: Each B-2 application is individually adjudicated

Lastly, I-134s really do not strengthen a case in my opinion. In fact they can give a false impression that an applicant is not financially independent, which weakens a case in my opinion.

We decided to show my husband as a sponser since many people told us that if they show self sponsership , they will hv to provide bank statements reflecting good saving (to the tune of atleast 8-10 lakhs) if they dnt show that , they will be rejected due to no suffient finances, is this true? what is the balance they would hv to show if they want to be self sponsered, My parents & brother can not show any property , or bond, mutual funds etc. neither can they show savings in lakhs? can they be granted a visa based on my mom dad's annual income, again what should be the amount that counsul consider OK for annual income . please advise
 
Different people interpret the need for I-134 differently. My views are in the minority no doubt. If I was an adjudicating consul, I would be more sceptical of an applicant who is financially dependent on a US citizen/resident compared to someone who has his/her own means to travel. The logic behind it is simple. We all want to be right next to our source of income/sustenance. If one's source of income/sustenance is one's own job in his/her country of residence, compared to someone whose source of income/sustenance is a relative/friend in the US, who is more likely to return in a timely fashion after a temporary trip to the US?

I understand that , its always good to show self sponsership , but I believe its better for those who can show saving, income & property that convinces counsul about their financial stability/ better chances of returning to India. however, in a scenerio like ours wouldn't it be more like a risk than an advantage?
