Tourist VISA and Renunciation at the Same Time

Hi

Just got my USC passport. Planning to make a trip to INDIA before year end after a very very long time.

I gather OCI will take a long time, so tourist VISA is best. My questions

1) Can I apply for tourist VISA and renunciation at the same time?
2) How long it takes to obtain -tourist VISA? -renunciation? tourist-visa and renunciation when applied together?
3) How long does it take to get OCI?

4) Is VISA on arrival effective yet?
