No, TOEFL is not a requirement to qualify for DV. AOS means adjustment of status. It is for people who are already residing in US and apply to change their status through immigration office in US. For instace, I was on a student visa in US when I found out that I was selected for DV 2006. Instead of going back to my country for consular processing, I stayed in US and applied for AOS.
