If your case is pending(not approved) and 15 months have passed, CODE 1 will be automatically issued by the system. There are millions of applicants so the NSC staff doesn't look through each application if CODE 1 has expired. I am pretty sure they have set triggers in the database which say If status=Pending, COde 1 clearance>15 months then request another CODE 1 from applicant..

BTW this process started in the last year or so. 2003 and earlier, asylee applicants got CODE 1 when their application was ready for processing. The reason was that because of the CAP, they could allocate 10,000 who would be adjusted and knew that they had to get them adjusted in 12 months...

Now that the cap is lifted, USCIS added the system for asylees that sends automatic BIO CODE 1...since employement based etc applicants had the 15 month routine but asylees were spared from it...Since cap is gone now, everyone should be treated the same in USCIS eyes...

So, Code 1 request is from INS's computer system. It does not mean our name checking is finshed. Well, maybe we have to wait & wait till dear background check finishes. My dream will be longer & longer.
