I mean if i apply by mail or efile then it would take 6 months to get the outcome so do i need to wait for 6 months to join or can i join the new company with receipt i get after i apply by mail or efile.

You cannot work until you have an approval notice in hand. That can take 6 months. It could also take 1 month. USCIS processing times are a mystery.

Use premium processing as Gunt suggested. You should get a TN in 2 weeks.

Are you sure is possible to get TN my mail for first time? I was thinking that mail service is used only for extensions...and how much is the premiun service to get it in two months ?

If you are currently in the US in legal status, you can file by mail. You can't specify the premium processing timeframe, it should arrive within 2 weeks.
