TN visa holder inviting parents visiting

Hi

Could anyone answer the following questions?

I am holding TN VISA working in US and my current TN expires the end of Aug and I already filed 3 yrs renewl application. Now I am going to invite my parents visiting US .

1. When will be the best time to invite them? After i receive the new 3 yrs TN?
2. The TN holder can invite parents visiting US?

But my parents are now in China and they do need a visa to visit me. How could you say no invitation needed????
 
I understand they need a visa. However there is no mandatory requirement that an invitation is needed to apply for a visit visa.
