TN Visa / Engineering Manager / Eligibility

I have had 4 previous TN visas as a Mechanical Engineer as an individual contributor in my earlier roles.

Would I be eligible for a TN visa as Engineering Manager with staff reporting to me.

TN is not allowed to manage people. H1-B (or GC) would be more fitting at this point.

I worked as CSA, now I still do CSA and manage client account. I got latest TN under Management Consultant, however its difficult category to get TN, ready for difficult meeting at immigration.
