TN visa / 60 day grace period

Please advise on the 60 day grace period if the employee loses her job. Is the 60 day written in stone or are there any cavaeats / discretionary rules in place.

It's written in the regulations, in 8 CFR 214.1(l)(2).

It's until 60 days after stopping work or until the I-94 expiration, whichever is sooner.
