Currently awaiting Prevailing Wage approval with my current employer which should be completed within the next few weeks. Then we begin the PERM process. Here is the potential issue: If I get a job offer from another employer, can I take the approved PW decision with me or do I have to start back from scratch again?
 
No, you would need to start process over.
The only thing that is "portable" is one's I-140 priority, and that is only after PERM has been approved, and the I-140 process is well under way and you find a job that is similar.
Google "AC21 portability" to see how far along you need to be in the GC process before you can port any of it.
