TN renewal

Sombody with TN working in company A. He wants to Move to company B. Can he get the new TN for company B by mail or he needs to go POE since its a change of company?

You are in the US legally. Thus you can apply by mail, be it for an extension or a new TN with another company, or even your first TN ever while a tourist.

The only times you MUST go to the border to get a TN is if you are outside US or are inside US without legal status (ie. lost previous job and did not apply for B2).
