TN renew and car questions

OK,

I'm on a TN visa and I will like to renew it. I'm near an airport (Portland,OR) can I go there near the date of the ending? Or if I need to go back at the border (5 to 6 hours drive)?

My Canada passport also need to be renew and they ask me to send them the old one same if it's not expire...What I do if I need to go out of the states during the time they have my passport and the visa is in it? Also, I suppose to need the passport if I go back in Canada by plane now...

Last year, I bring my car (Quebec plate) with me and at the border they told me I didn't need to change my plate for 1 year...and when I try to change them for US plate (WA state) they told me they need a paper from the border? When I call at the custom office in Portland,OR they told me again, I didn't have to change it? But I needed to change my insurance...do somebody understand something in that? Do now that I will ask an extension they will want to give me the paper I need?

-- You need to go back to Canada and re-enter to renew your TN status. (Border is fine)

-- You need to send the old passport - that's the requirement. Cannot do anything about it and u can't leave the country. You have to wait for the passport.

-- You need to import the car in order to register it and in order to have the OR plate. That's what the "paper" in your post means. This can be done at any border or may be at the airport.
 
Obviously, you should not send the visa (I-94) with the passport. Cdn govt does not need this -- you do.
