Why are you asking?
You can get TN at any port of entry. If you meet the criteria, the CBP will provide you with TN status and I-94.
The TN category "management consultant" has always been a little difficult. The TN category "economist" has tightened the criteria recently.
Work with your US employer who has offered you a job and their legal team to ensure you have a solid case for TN status. It does not matter what POE you ask for it.
I will be eligible under Computer Systems Analyst category as I have 4 years bachelors in Electronics and Instrumentation. I also did a 3 year computer engineering technology advanced diploma from centennial college in Ontario.

my understanding is you can ask for TN at any POE. The CBP has "designated ports of entry (POEs) for optimized processing of first-time Canadian applicants for admission in the TN or L-1 categories. Designating POEs for optimized processing ensures a more efficient approach to processing the high volume of TN and L1 applicants."

I got my 1st TN from Edmonton Airport. 2nd from Alberta/Montana border crossing.
I had the paperwork lined up pretty good and the officer didn't have to ask me where is what.
He asked me a few questions about experience and the new job.
Done.
I am not sure if you can walk in to get the TN, you have to fly in to US.
