TN for Non-Degree CSA

I need to get a person in the US to work in Texas on a very specific skill project. He is literally one of a very few people who can do this job.

The big issue is that he does not have a degree. He has the experience and professional certifications from Cisco but no degree.

I have read through the forum and seen everyone say that similiar situations have no chance. Is there a creative but legal way here? Another visa status? Company to company subcontracting? What can be done?
 
Without degree, MC requires 5 years experience. But remember, consultants consult, they don't do. He will be helping you oversee/manage others.
If he has 12 years eperince, you could get an H1-B visa.

btw, uniqueness is not a requirement for TN, so it simply doesn't matter even if you could hire dozens of US workers to do that job.
