I heard about TN will be good for 3 years if so from when it would be?

as per the Department of Justice website, it's part of the 'proposed changes' in immigration rules to be implemented by Dec 2008.

the white house announcement is on the following website

it would take a few month to finalize the changes. hopefully you will have it by next year same time.
