TN Denied due to arrest

My TN was denied from being arrested for fraud.
They said that as long as it was before the courts they could not let me in.

Does anyone know if there is any recourse?
It was an arrest, no conviction.

You are inadmissable. Period. Even as a tourist. You'll need to speak to a lawyer, to apply for a waiver. But the officer is correct that this will have to be settled before even thinking about entering US in any status.
