If its the first time then you do need to go to the border, if its a renewal then you can do it through mail.
Make sure their is sufficient time from what i have been told apply 2-2.5 months ahead of time (when applying through mail)
To correct Junoon's statement, even your first TN can be obtained by mail, but you would need to be in US to file I-129, as it has an inherent 'change' of status.
So, unless you are in US for a while, even as a visitor, it is impractical (and unnecessary) to wait for the TN by mail.
