My parents arrived in the US on April 12th. It has been about 40 days. I am planning to file for their GC. Is it too early? Do I need to wait longer?

What is the typical processing time for parents GC these days?
 
There is no such thing as too early or too late. What are you talking about? How did they enter in the U.S.? Did they commit visa fraud by entering on a tourist visa with intention to adjust status while here?

Yes, assuming that they did not commit visa fraud by intending to apply for adjustment of status when they entered. You know that when entering on a tourist visa, you cannot have any intent to immigrate while here, right?
