I believe this is misquoted in today's TOI(web edition)

http://www1.timesofindia.indiatimes...show/447545.cms

They say..

"This means that U.S embassies and consulates across the world will not be able to issue H-1B visas after February or March, by which time the full quota would have been reached, till the new fiscal year 2005 begins in October 2004"

Please do not read this and get confused. US Consultates and Embassy has nothing to do with the 65K quota. They only can issue visa based on the approval. 65K quota is BCIS's headache.

Please let me know if I interpreted this article incorrect.

That's pretty normal in the Indian media.

As a matter of fact, I have seen them harping since about a year or so, that US is going to reduce H-1's to 65000.

I mean it is nothing new, the increase in the number facilitated by Clinton administration was only temporary and that was known from day one. But they twisted it to say the are reducing ...

Harping is one thing but misleading is a different ball game.
I sent an email to the TOI editor about this misquote...i am sure it wont have any impact.
All that I wanted to let the members in this forum know is ..dont panic if you have H1 petition approved and dont have visa stamped.
