<<< Please understand i am talking anout only larger corporations who play by rules.If it only one or two I-40 withdrawal then it is OK but if it is lots of I140 withdrawal because of company lays off and in addition tries to substitute labor for other employees then INS may raise a flag since one side company is laying off people and other side still applying labor and I-140 for another employees. It was explained to me by paralegal of Fragomen law firm
