time line for Additional Processing

I've faced visa interview last 20th Dec2006; The consular gave me a blue sheet and told me that they need additional processing. they will call me after completing additional Processing. it's about 8 months gone; I mailed to them recently, they said my visa has conditionally approved but they can't issue it cause the additional processing is not complete yet. they will call me after completing additional processing.
What does they mean by additional processing? Does anyone know about the time line for this processing?
 
As Praetorian said it is most likely the FBI Name Check process which could take anywhere from 1 week to quite a long time. You can only wait.
