time for I-130

I am wife of us citizen, filed i 130 7 month ago (MSC received). No decision yet. Is it normal or i should be concerned? If i want to contact congressman -how do i do it? Shall i fax him my request or goto office and talk to his representative, or maybe make appointment- that would probably take long. I would appreciate your advice.
