Time for GC through PERM

I'm wondering how long would whole GC would take if there is no retrogression. I thought if everything is filed on time, it could be done in a year. Someone just told me that the estimated time to obtain GC from the start of the LC process is two to three years.

I think it is too high of an estimate... what do you think.

It is almost impossible to give a confident estimate with matters that involve the USCIS.
Most of us find that out the difficult way.
You are correct that in theory you can have a green card in 6 months to a year in the absence of retrogression. About 2-3 months for PERM, 140 in 2 weeks with premium processing, then with the USCIS target of 6 months for 485 you should be done within a year.
However this entire system is fraught with all sorts of variables and delays that you would consider yourself lucky if anything close to that were to come through. There will however be enough lucky souls in order to give the rest of us hope!
At one time, Labour certifications were the delay. Then at one time 140s were taking over a year. Now 485s are stuck. Security checks is another wildcard. Often times, when they sort out one set of delays another one emerges, in ways that affect each case in unpredictable ways. For eg. right now EB2 ROW applications are golden and have an express pass, If they put in place a massive amnesty program in the next few months without allocating the resources to deal with it, then once again processing times will slow to a crawl and what appeared to be a 1 yr wait could last a lifetime!
Such is the tortuous process of legal EB immigration to the USA.
 
I was one of the fortunate ones. I am a physician from the Philippines.
Filed for PERM June '06 and was approved Oct'06.
File I-140 (with PP) and I-485 together on Nov'06. Got my GC in Jan'07.

My PERM process started in Mar, 06. PERM filed in Oct, 06, approved in Nov, 06. I-140 filed but I have to wait for my J-1 waiver deal is over in July, 07 before I can file for 485. Per my atty, after 485 is filed in July, I should expect the GC by Nov/Dec, 07. Of course I don't know if that will happen but the atty was very confident about it.
