If you were wrongly given the ticket, why did you have to pay the fine ?!?
Shouldn't you have gotten the ticket/charge dismissed ?

i was new to the country ,and i did not know much ,i was around 20 years and was a student . i asked the cop was it wrong to stand in front of a night club , he said u should not stand next to a group of women(club dancers or prostitutes) were wandering around. i was out of my college and
waiting for my freinds to come and go in the club. i did not talk to any one or wave at any one. at that point all i wanted is to not have any hassle. i do not even drink.

do u think , this ticket would have effect on citizenship. i have a couple of speeding tickets.

For one your situation was nine years ago, that is a little plus because the past five years are especially crucial. Something associated to prostitution may catch some attention though ... one thing is for sure: You have to mention it, with explanation and best after a consultation with a lawyer.

Here is by the way one definition of your charge:

It is unlawful for any person to loiter in or near any street or public place in a manner and under circumstances manifesting the purpose of inducing, enticing, soliciting, or procuring another to commit an act of prostitution. Among the circumstances which may be considered in determining whether such purpose is manifested are that the person repeatedly contacts, stops or attempts to stop pedestrians, or repeatedly stops or attempts to stop motor vehicle operators or passengers by hailing them or gesturing to them.

That does not sound like what you did ... I guess though with paying the fine ($400+ ?) you admitted to be 'guilty'.
Investigate the charge a little more and contact a lawyer. At the end you will be fine, but you have to know how to present this in the proper way. At this point it will not help to declare this just 'a big misunderstanding' - but time is on your side.

You just have to do a little more homework today ...

Good luck, Alex

how did you respond to your adjustment of status or CP when this question was listed in there as well.

it was not a felony nor a misdeamor .its just a common state voilation i guess.it never comes up on a background check or anything of that sort. it never came up on anything. never had to answer for it.
may be just not mention it ,it would have fallen of from dmv or court records. i just had to mail in a payment.

what do u think is the best course of action , if it falls of by default ,from the record ,then how could they possibly know.never do i even go to any night clubs after that .i just get scared.
what do u think.should get the records and see wether it comes on it and
if not just keep quiet about it.
thanks for your help

'Keeping quiet', 'forgetting' sounds alot like 'lying' to the immigration if you are unlucky.
If this is not a major offense and it happened way in the past, you should be fine mentioning it. Maybe there is a legal way of wording this offense a little better ... without the 'prostitution' part (?). That way it may not catch alot attention.
Honesty (to a certain degree) is your best choice, I think. At least, if you mention it you have a good stand you cand defend. If you 'forget' it you may end up on a slippery slope during the interview when you have to act 'all surprised' and 'unprepared' about this 'long forgotten' incident.
I don't think that anybody can tell you if it will come up by itself or not ... I think though it will be easy for you to convince the adjudication officer that you are of good moral character despite this 9-yr old incident.

In case, you are curious to find out what's in your records (what might get sent to USCIS), why don't you request your rapsheet from FBI? The instructions are very clear in www.fbi.gov under the "How do I" section.
http://www.fbi.gov/hq/cjisd/fprequest.htm

If indeed no record exists, you will get a "No Record response".
