07/11/2003: Guest Worker Legislative Bill Introduced in U.S. Senate

Senator John Cornyn of Texas introduced a legislative bill "Border Security and Immigration Reform Act of 2003." The nick name of this bill is "Guest Worker Bill." This bill permits certain guest workers from designated countries to come to the U.S. and work either for 9 months (seasonal workers) at a time or 12 months (nonseasonal workers) at a time upto a total of 36 months. After 36 months, these workers will be eligible for application for permanent resident status from their home countries. The Guest Worker Program under this bill opens a door for the current illegal aliens from the designated countries to legalize for the purpose of the Guest Worker employment. Such illegal aliens must apply for the Guest Worker Program within 12 months after the date of enactment of this legislation. These illegal aliens are practically given a chance to immigrate to the U.S. through the application for permanent residence after 3-years of participation in the program even though the application must be sought at their home countries. (And I read somewhere about banning H1b .. ok this makes a lot of sense to me .. get illegal aliens, they become eligible to apply for GC in 3 years, and H1b even after being eligible cannot do crap and a bill is being introduced to get rid of H1b alltogether .. just wonderful)
 
This is not new. Many law makers introduce anti-immigration bills in every session of congress. Moreover, there are equal number of bills for legalizing illegals....

Good thing is that these bills do not make it to full house vote.

These lawmakers from Texas love to do grandstanding whenever election is approaching. Yes, there is nothing new about this "guest worker program" is basically to entice Hispanics
( mostly Mexicans)and other illegals who are estimated to be around 8-10 millions in the US.Why reward a crime or criminals, when we who are obedient to US laws are punished with endless suffering of waiting for results from this most incompetent federal bureau called BCIS.
 
true ... but would any of you want to spend 12 hours picking strawberries in 100 degree californian sun ( on a cool day in the central valley) - for $ 7.00 an hour to try and support your 10 kids plus an extended family back home who is looking to you to send them some dollars
 
After a decent education and awesome work experience and hardcore top notch techie knowledge .. no I wouldn't.

can't wait - its my life dream to run a wine farm - I'll sit back and drink the wine and let the illegal ... now legal .. well whatevers .. do the work .. sounds like heaven.
 
There is nothing wrong in letting people who are willing to work hard for low pay into the country. This is what keeps the cost of living in this country low enough for us with high paying jobs to enjoy our money instead of spending it all on groceries.

If these people did not take up jobs working in american fields the cost of produce would be so high that all farming in this country would have to stop (probably outsourced)

Just a thought.

Any country tries to up it's worker productivity.

By keeping hitech jobs here, is how you do it. So if you have a choice between outsourcing high paying software developing, while keeping strawberry growing .. it makes sense to keep computer folks here, and import strawberries ..

This has nothing to do with except hispanic votes.
 
I like this part in the bill

Money that Americans pay for Social Security and Medicare benefits would go into “guest worker investment accounts” that immigrants could cash in when they went home.

How about H1B who went home?
 
These Texans

do what ever comes in their mind. They don;t without help of these immigration, It would be very hard to inact new technologies here. They are like our typically Bihari(pls don't feel bad anyone about it).
May god give them good sense.
Otherwise everybody would be illegal and then would try for became legal after 5-10 yrs.
May be this is way to catch any illegal people.
Who knows these shrewd people???

Being illegal for 5-10 years is not so easy. You cant do that unless you are really, really pushed to the wall. I dont think that is the case for most indians, so while the option is tempting, it is not practicable for most of the visitors of this particular form.

Rather what I hope for is that India starts attracting back the talent and try for the superpower status. That should get these guys thinking about the immigration policy and the twist that it has taken post 9/11, some for good, most for bad.

i read some place that nasscom in india is trying to lobby for the social security contributions made by h1b workers who are now back in india.

think of it, you have to lobby for something that rightfully belongs to you!!!!
