This is not correct, check the I130 category for brothers and sisters of citizen..

That's only for the I-130 approval. Even when the I-130 is approved, you still have to wait out the 10+ years for the priority date to become current. Due to how the CSPA works, fast I-130 approval is actually a bad thing if the immigrating sibling has children.
