Third Safe Country Agreement - USA/ CANADA

Hi,

Is there any change in the third safe country agreement signed in the past?

This I am asking because a family recently denied Asylum in CANADA was depoted back to USA. They were released on bond and filed asylum in USA. Their Asylum gets approved by Immigration Judge. Is it not surprising keeping in view the subject agreement. Can it be a mistake? Or any new changes to the existing agreement.
Any comments will be appreciated. I have a friend in same situation who is being deported soon to USA after denial of his asylum in CANADA.

Thanks

I am not aware of any change from the U.S. end. I know that in Canada there is ongoing litigation over if the agreement is consistent with Canadian law. A court of appeals just upheld the agreement.
