The new law says: Recapture all unused visas of family from 1992 to 2013..
Which means: they takes any unused visas from family category will flow to employment based category…

What about the applications are already approved,or after few months will approved,
is USCIS will keep it to 1 octuber 2014 without working or will still working as its?
 
Recapturing WILL NOT stop existing cases. The recapture is about taking unused visas and adding them to future years, not removing anything that's already approved or pending.
