The mystery about pending FP notices...

...for those with approved 140s. I have a friend who works at DHS and according to her, they have stopped issuing FP notices (first time notices) to people with pending 140s (or even to those waiting for 140 approvals) till they are absolutely certain that processing can be completed within 15 months of the FP notice. Looks like the attempt is to fix the process first.

She also mentioned that people that work these cases are also frustrated since they have no say in the matter and are faced with increasing loads due to the many applications that get re-filed due to expiry.
 
That would make sense. One upon a time- about/before 9/11 FPs were issued just before adjucation only. So there was no FP expiry. Now we have FP1/2/3/....
 
If you read one of Cinta's threads, you will notice that the policy from May/June 2004 will be to issue initial FPs 9 months after the receipt date.
 
Again that would make sense since they would/should be close to adjudicating the application by then.
