the document we made???

I have a pending application for I-485 wac02049 which reads

"
the document we made based on the approval or registration of this case was mailed directly to the person to whom issued." in the USCIS web site?
What does this mean??

or it might be an RFE, as in my H1 extension case with the exact message .... Looks like BCIS does not want to give any information clearly or to unauthorized parties ...
