Thanks for the responses, they have been quite helpful.
still however have further clarifications.
my wife number is 2009AF00001*** . i am presently in Germany and she will be joining me in September. when do you think our interview will be?
we have filled Lagos as the consulate, but thinking about the stress and expenses of the family travelling to Nigeria just for the interview ,is making me having a rethink about choosing America Consulate in Germany. We will be in Germany however till may 30th 2009. Is it right for her to even choose Germany since she is not currently here. Can anyone please advise me. And in case we choose to change the venue, can one use tippex to correct or just cross and re-write
Further , does doing the interview else where than the native country jeopardize ones chance of winning the visa.?
Is it possible to seek advice from KCC for this?

She has to be in Germany to claim consulate in Germany. You can send the documents when she arrives to Germany.

No. But the rules which consulate would accept you are strict. If you choose wrong consulate, they will tell you at the interview you have to transfer the case to another consulate.

Since you're case number is very low, you're interview will probably be in October 2008.
If you haven't yet sent the forms, but have filled them already and want to make some modifications, instead of crossing out stuff or tippexing, it'll be better to download the forms from the website of the Department Of State and get them printed.
There is no reason why consular processing outside your native country might be a disadvantage. It might even be an advantage!
You better find out whether your wife is allowed to specify Germany as the place she will do CP; that could be an issue since she is not currently in Germany. Delaying the submission of forms until she arrives in Germany , as suggested by raevsky is possible, but there is a problem with that. It takes some time (took up to 12 weeks for dv2008 cases) for the KCC to process the forms once they receive them. If you send the forms only in September then it may take a while for KCC to process them and your interview cannot be scheduled until that is done. This means you will loose the advantage of an early interview which you case number entitles you. An early interview is a huge advantage because if any problems come up, there is plenty of time to resolve them. DV2009 visa cannot be issued after September 30th 2009.

guess the options are few.
will decided to leave the nigeria US consulate. The options then will be either she delayed her coming till after the interview and i travelled down to nigeria, since we are almost sure its going to be in october. the other option is for her to come in september and we try to inform KCC of the change, but i guess by that time ,it have been too late.
All the same I feel from all your contribution, its safer to put Nigeria now ,so as not to create loopholes in the application.
