at any port, it all depends on the mood of immigration officer,
but when you send them a complete documentation to there nebraska center, there is no point of refusing/rejecting your application as long as every thing is complete

If you are in Texas and you are flying in from outside the US (excluding Canada) you can get your TN upon arrival at DFW. If you are on a TN from Canada you would have to get it done at the Canadian airport at the US customs office the day you are flying out. If you live in Texas now, and want to get your TN done in person (compared to mail-in), then you would have to either drive or fly to Canada or Mexico, leave the US, then re-enter the US to obtain your new TN.
Many people do this at the border, go across and come back in and apply for their TN. Though some suggest it might be a little tricky in Mexico as if you are denied, you could very well be stuck in Mexico for a time until things get sorted out...
