Terminated while on TN

Would be grateful for advice on this:

A person, Canadian citizen, was terminated while on TN in December. They travelled to Canada after termination: have a rental property, spouse and dependant child in Canada.

Said person plans to go back to US either when they have a new U.S. employer and apply for TN; or to wrap up affairs (rental property) and leave US permanently.

If they go back to wrap up affairs can they ask to be admitted as B2 at land border?

Yes, but only because they can prove they have home in Canada.

Otherwise, it would be up to the officer to decide if -- without residential ties in another country -- the person was trustworthy and would leave after a specified time. That may in this case only issue a B2 I-94 with a specific (short) expiry date, rather than be admitted for an unspecified time like most Cdns crossing the border for pleasure.
