I have a question. Under a TD visa which doesn't allow me to accept a job in the US, can I sell items in E-bay and get them paid by pay-pal in an aboard bank account?

If you're selling possessions you already have, you can sell them on e-bay (or on your driveway) and deposit the proceeds into a US bank account. If you're turning this into a business where you buy and sell stuff, then no - you cannot do it no matter where you put the proceeds.
