TD visa

Hi to All,
I'm on TN status in US. My wife will come soon in Canada (in August) as PR and then apply for TD visa to join me. My question is: When she will be in Canada, can she apply immediately for the TD visa (so only with the PR visa in her passport as proof of her status in Canada) or must she wait for her PR card issuing before apply for TD visa? Thank you for your help.

is your wife's country of citizenship on the list of countries that require visa (this might affect the process of getting TD)

or must she wait for her PR card issuing before apply for TD visa? Thank you for your help.

I suspect she might have to wait for the PR card to be issued, since she has to pick it up personally, and if I'm not wrong, show proof of residency i.e. have an address
