TD visa for wife--want to apply TD visa ASAP

My wife is coming to Canada as she got her PR visa, and I am working in USA on TN status, I want to apply my wife's TD visa (from US embassy , toronto) on the 2nd day of her landing, my question is , can I apply for her TD visa on 2nd day or 3rd of her landing(without waiting her PR card, becuase these days they are mailing PR card in 3 -6 weeks) , so can I apply for her TD visa on IM1000/landing paper basis? (because on 2nd day she only have IM1000/landing valid proof of canadian PR)....

the reason I want to apply for her TD visa so soon as she don't have any relative there in canada to stay and wait for PR card and then apply for TD visa and also I can get only 2 or 3 days working day off to go there and apply for her TD visa.

or any other alternate suggestion?

Can she come and visit you and then you send in an I-539?

I don't know but it's just a question and might be easier.

In any case, it is not mandatory that an applicant for a visa at US Consulate have Cdn PR status. It is merely preferred. Given she would have the receipt, I don't see why they would refuse an appointment.

She can't come to US and then change status, since she does not -- unless I'm missing something -- have a US tourist visa either.

There is no need for you to be present to get her TD.
