TD visa for non Canadian

Has anyone had an experience with applying for TD for a non Canadian spouse. Please share your experience. My concern is that when you look at the visa reciprocity table it says N/A in all for any country you select, BUT I am aware that TD is not only for Canadians and Mexicans

That's correct. Any US embassy or consulate should be able to issue a TD visa, since there is no citizenship restriction on TD aliens, only TN. The question is wether the consulate in question is familiar with TDs. What nationality is your spouse, and where would you be obtaining the visa?
 
Thanks for the reply, she is Ghanaian (from Ghana in West Africa), and hoping to book appointment for her in Feb 07.
