Assuming I declare $X as my settlement money in Canada(and physically carry $Y)
Later - when I move to Canada, I have $Z (where Z > X > Y)
Do I have to pay any taxes (eg. the spread on (Z-X ) or (Z -Y))

No, you only pay taxes on what you EARN in Canada and elsewhere.
