TAlking to IIO

I am trying to get to IIO but I can't I tried for whole of last week.
It looks like repeat dialling facility doesn't work with INS.

Does any one have any idea as to get to IIO by phone
 
Ask him to call U back:D . Just kidding.

3 weeks back I tried in the morning(around 9.30 a.m.) and was able to talk within .30 minutes.

I tried for 15-20 min before I got the connection. And another 30 min to get hold of the IIO. So I think it requires only persistent dialing!!
Each time I called they just gave a new date when the case was assigned to an officer. Some random number generation happening there.
 
Is there any specific days on which the IIOs answer ? I have seen some days even for dialing persistently for over hour, it does'nt get connected.

Like I was trying today and could not make the connection.
