Switching from EB3 to EB2

I have an approved EB3 I-140 and a pending retrogressed I-485.
Based on the fact that LC is good for EB2, is it possible to apply for a new I-140 EB2 and, when that one is approved, to request the existing I-485 to be approved based on EB2 priority date being current?

How do you know that LC is good for EB2 as well? Is LC not locked to the EB category ?

Apply for EB-2 I-140, once it gets approved, request USCIS to swith the underlaying I-140 of current pending I-485. Its simple process as long as your LC asks for Masters or Bachelors + 5 YR Progressive Exp.
