1. How easy it is to switch counslates for counslar processing?
If I request the case to be sent to Chennai counslate, can I ask the case to redirected to the Mumbai counslate later? What would be the process for this? Folks in this forum have mentioned that the have switched midway and wanted to know how to do this? I have F-1 visa and other stamps from Mumbai authorities.
2. Does the counslate actually verify the address of residence?

ANSWER: Not very easy unless you have a valid reason. What is a valid reason is defined by case to case basis.

Answer: By writing a letter to the exisiting and new consulate by writing a letter and providing valid and sufficient document for consulate change. Remember this is a 2 step process: Original Consulate should agree to transfer and New Consulate to accept the transfer. This is not an easy task.

Answer: Not really!

Here is what really happens:

1. Consulate is decided by a number of factors and the main factors are: Permanent residence in home country as per passport of primary applicant, Consulate that issued previous visas. If you lived in bombay jurisdiction during F-1 visa stamping but have now your residence in the passport refelects either new delhi / chennai residence then by default it will be new delhi / chennai unless you can prove otherwise! And frankly speaking in reality it is not that easy to change consulates although it may sound simple in theory! Again there is no harm trying but i would not be very optimistic unless you have a strong and valid reason for change and it should appear strong and valid to the consulate accepting your case!
 
Changing Consulates

I changed (my lawyer did on my behalf) consulates from Montreal to Chennai. All he did was send the letter requesting change with the Fee bill requesting change of consulate to process my application. It took 2 months for the consulate to change the case number from Montreal to Chennai.

Reason for Change: used to live in Canada on a company assignment. Moved back to States.

What wiz is stating is a good example of a valid reason to change consulates. So consult your lawyers and make a decision.
