Anand,
As per http://www.cgisf.org/renunciation/ricsc2.html it appears that you can submit both SC and OCI at the same time.
  • Renunciation/ Surrender Certificates should be applied along with request of service for Visa & 60 days entry waivers (through Travisa outsourcing) and PIO/OCI.
For your situation, I would read it as
Renunciation/ Surrender Certificates should be applied along with request of service for Visa & 60 days entry waivers (through Travisa outsourcing) and PIO/OCI.

As our consulates are very famous for inconsistent instructions within their sites and across consulates, it would be wise to check the dedicated OCI threads for SFO at http://forums.immigration.com/showthread.php?213121-OCI-San-Francisco-Tracker

Overall, SFO seems to be the most efficient (processing times) in handling OCI. Some of their document requirements might be a bit quirky, however...

Good luck....

Thanks gc4us

i tried to call SFO consulte and Travisa, nobody picks up, goes into recording.
I will check in the Forum you suggested.

Anand,
For SC/OCI/PIO you will be dealing with the SFO consulate and not Travisa. Travisa is only for VISA applications.
You should be able to find answers in the SFO discussion threads.

Good luck.
