supervisor approval for N400

I understand once an IO approves the Application for naturalization (N-400), it goes to the supervisor for final approval then for oath scheduling.
my question is what if IO doesn't approve it, does the file still go to the supervisor to see why it was not approved or just IO makes a decision on it.

I called USCIS today and was told that supervisor has the file for review. does it mean I am close to getting an approval? can it be denied there?

Which DO are you at? I am in Houston and have exactly the same situation. I sent my N-400 in March 2006, had my interview in May 2006, passed it and was told that "the decision cannot be made due to pending Name Check." The Name Check was completed two years later (!!!) in April 2008. I did my second FP in May 2008, followed by two infopasses. At both of them I was told the same thing - my file was recommended for approval and needed supervisor's approval (apparently the recommendation was made on 5/13/2008). At the last infopass I was also told that as of 6/21/2008 my file is with "supervisor." They also told me that they do not know how much time it take for "supervisor" to give his approval, that all files require supervisor's approval (i think it is a lie because I know a lot of people who had their interviews and got oath letters on the same day an hour later at Houston DO), that they have to follow the procedure, etc. I was told that I would not be needing another interview.
I think we are almost there but I am so sick of waiting after 28 months. I already missed July 2 oath, the next one is not until the end of August, so in the best case scenario my N-400 will take 2.5 years from start to finish (if I am lucky).

Was there any progress in your case? I've been going through the same thing. Whenever I check my case status with Houston district office, they say it is with the supervisor for final decision. I filed my N-400 in Feb.2004 and was interviewed in october,2004 but ofcourse I had to wait for the notorious " Name check". Just last april, they sent to me for new finger print. Since then, the " Name check" response has changed to " With the supervisor for Final Decision "

I don't mean to repeat what, I am sure, you know, but if your interview was more than 120 days ago, and you are still waiting for a decision, it is time to petition the court for a decision. If I were you, I would not shy away from this option. You do not need an attorney. There are templates for the petition that you can copy and modify to fit your situation. I am no lawyer, but I can almost guarranty that once you file, one of the two things will happen: (1) the supervisor miraculously will find time to approve your petition, or (2) the court will direct USCIS to approve it immidiately. Most courts these days are not shy to order the FBI to complete the stalled name check. In your case when it is just some local USCIS supervisor is sitting on your case, you can almost be sure that the judge will find it easy and complelling to do what you are asking.
 
We are in the same scenario too... the famous "Wating supervisor's approval". And, even with senator's office contact and congressman's office contact has not helped. They seem to force us to go to the legal route...
