Suggestions /Comments when reapplying for visitors visa

Hi

My mother-in-laws visa was rejected in bombay consulate this month. Had entered duration of 6 months, they wanted to know how she could leave her husband alone for that long..Want to reapply for her visa...so reducing duration to 3-4 weeks...

1) Since most of the consulate people in bombay are americans, a bit hesitant to apply in Sept, especially since sept. 11 anniversary, assuiming wouldn't be a good time, so taking an appointment for interview in Oct. can anybody help with some more info..as to if OCtober is a heavy rush time / less/ or more visa issued since its holiday time in US?
July /aug had a heavy rush of students visa, which I feel was the reason many were getting rejected.

2) If we enter duration as 3-4 weeks is it possible she may only get a month visit visa?

3) Is it true if we apply in the first 15 days of the month u have more chances of getting a visa?

4) Is there any specific day of the week when rush in the consulate is less. Is there any time morning /noon where people have seen more visas sanctioned.

5)Last time she gave the interview at english counter, this time hoping to go the hindi counter to see if it makes a difference. any comments?

6) When u give ur documents do u give all the papers u have in hand , because last time they didn't see any doc. just application and gave her a min. to answer and rejected..so is there any additional document she can give (besides inv.letter, bank/property statements, applications, GC copies) or just give the whole list of documents together?

Would be glad if u any any tip or info on the above points..

1. wrong perception
2. Minimum is always 6 months.
3. Misconception like horoscopes and astrology
6. Always give all docs, maybe a hindi intrepreter will be helpful.
