We have successfully extended my H1-B Visa to a 7th year (also capturing 3 mos on unused Visa) using AC21 Section 104(c). This is basically what Rajiv's interpretation that we can use AC21 104(c) to extend to a 7th year if I-140 is approved and affected by retrogression. We submitted only the approved LC and I-140 and cited the AC21 Section 104(c). My priority date is Feb. 2003 and I'm affected by retrogression so I could not file I-485.
