Substitute sponsor I-864

Hi,
My father sponsored for me (I-130) in or before 1994 when
I was in Canada (married at time). He died 5 years ago and I completely forgot about the sponsorship.

Now I would like to immgrate to the states. My mother and
sister are in the states and have agrees to become substitue sponsors.

Now I have some questions:

1/ We have completely lost all paper work and my father's ID
such as A number. How can I find the status of the I-130 ?

2/ I read the INS website and see that I can now submit a
I-864 with my mother or sister as a substitue sponsor. However,
I also have to:

In order to seek reinstatement of the visa petition, you must
submit a statement to the INS office where the original visa
petition was filed formally requesting reinstatement of the visa
petition. The statement should list reasons why your case
warrants reinstatement, such as your ties to the United States,
or hardship that would occur to you if the request for
reinstatement were not granted."

a/ The first problem is the petition was filed in Virginia Center which is already closed. Where do I go to now?

b/ Did anyone know of a sample of how to write the reinstatement request and a list of good reasons why
the petition should be reinstated?

Any idea will be greatly appreciated.
