Substitute Labor in PERM?

Can an employer use a Labor gotten through PERM as a Substitute Labor for somebody else ? Please advise.

YES if everything matching with the apporved LC. Since the approved LC is still green, it may trigger audit in I 140 stage. Be prepared.
 
Thanks a lot GreatGuru. Could you please elaborate on this sentence "Since the approved LC is still green, it may trigger audit in I 140 stage". Can you think of any possible audit point in I140 ?

Perm Started End of March 05 permpproval start coming from May.
Suppose the approved PERM LC has PD June 15, 2005 and you are going to substitue, what happend to the guy to whom favor the PERM LC was filed.
(fter PERM LC approval that guy laid off? Rsigned because he does not need GC so quickly) Answer these question first.

The original guy had applied one labor in 2002 and one labor in PERM recently.

He got approval for the 2002 labor, just a week back. So he is going to file I140 and I485 based on his old labor.

Kindly comment please.

The new rule came yesterday because of this reason only. One LC per one employee. For you , use traditional approved LC, other guy use the PERM approved LC.

If you substitute PERm LC it will definitley come to audit, old LC, the guy may be resigned 2yr ago or 3 yrs ago. Old LC will not make any suspicion.
There is no rule like that , but this new rule came yesterday only to avoid misuse of multiple LCs.
